This layer strengthens the working build before a real staging deployment.

## Added/strengthened

- Claims workflow for lost/damaged/COD-difference shipments.
- Accounting adjustments and financial reversals instead of destructive edits.
- Audit logs for high-risk operations.
- System settings screen for controlled operational rules.
- Shipment exceptions board for operational blockers.
- Readiness gate to track what can and cannot go live.

## Golden accounting rule

No shipment that is settled, invoiced, or paid should be edited financially. Any later correction must be an adjustment/reversal entry.

## Go-live blocker

Real accounting UAT must be run with sample company data before using this for live COD money.
